Submit pre-proposals for strategic initiative funding

The Resource Planning & Advisory Committee (RPAC) is accepting pre-proposals for funding of new fiscal year 2027 strategic initiatives.

These are initiatives that:

  1. Are proposed by TU faculty or staff
  2. Address a substantial need within Towson University departments/colleges/divisions
  3. Demonstrate collaboration between Towson University departments/colleges/divisions
  4. Align with but are not currently included in the university’s or departmental/unit strategic plans
  5. Require a minimum of $250,000 over a term of up to 3 fiscal years
  6. Are sustainable upon completion of the funding

The pre-proposals will be reviewed by RPAC, and the committee will invite select applicants to move forward with full proposals based on the clarity of their summary, the alignment of but not overlapping with a unit’s or TU’s strategic plan, the impact of the initiative, the proposed budget, and the proposed budget justification. Those invited to submit full proposals will be invited to present their full proposals to RPAC at our February meeting, and the completed full proposals will be due after the presentation. RPAC will then make recommendations to the President’s Cabinet and the President who will ultimately make decisions about funding in late Spring 2026.

This is the fourth year for the RPAC-led Strategic Initiative program. The university funded 2.5 proposals in FY24 for 3 years, one additional proposal in FY25 for 3 years and one partial proposal in FY26 for 1 year, to be reviewed for an extension if funding is available. Due to federal and Maryland state budget challenges, availability of funding in FY 2027 may be limited.
