Employee benefits updates: change to MSRP plan

Your Maryland State Employees Supplemental Retirement Plans (MSRP) are transitioning from Nationwide to Empower, and here’s what you need to know about the changes affecting your 457(b), 401(k), 403(b), and 401(a)/match plans. These changes will takeĀ effect on September 18, 2025.

Key Dates to Remember

  • September 10, 2025, at 4 p.m. ET
    • A Blackout period begins. After this date, you will not be able to submit transactions or changes to your MSRP account.
  • Week of September 21, 2025
  • The blackout period is expected to end this week. Once this concludes, you will have full access to your MSRP account at Empower online, by phone or on the Empower mobile app.

Changes to your 403(b)

Effective January 1, 2026, Empower will no longer accept new contributions to 403(b) Plan. This plan will be frozen. If you currently contribute to a MSRP 403(b) and wish to continue saving for retirement, you will need to:

  • Enroll in a MSRP 457(b) or 401(k) with Empower.
  • Alternatively, you may choose to enroll in a 403(b) or 457(b) supplemental retirement plan with TIAA or Fidelity.
