New Procurement Staff

The Procurement Department is pleased to introduce two newly hired team members, Nina Baxter and William Joyner.

Nina Baxter, Associate Director of Procurement

Nina is TU’s new associate director of procurement. She brings more than 20 years of experience in the field, including a range of positions at federal, state and higher education institutions. She was most recently the assistant director of Procurement and Materials Management at the University of Baltimore, where she was responsible for more than $5 million in construction procurements throughout the pandemic. She also served as UB’s interim Procurement director, guiding the department’s day-to-day functions. Nina was previously the contract specialist for Strategic Sourcing and Acquisition Services at the University of Maryland, Baltimore, where she was responsible for soliciting and awarding contracts for Accounting Services, Auxiliary Services, Conference Services, Consulting Services, Insurance, Real Estate, Library Services and Printing Services.

William Joyner, Procurement Card Program Administrator

William is our new procurement card program administrator. He has nearly 20 years of experience as the purchasing card program administrator at George Washington University (GW), where he was responsible for developing and managing a program that encompassed more than 1,400 purchasing cards. He served as the client representative for JP Morgan and PNC Bank, ensured policy compliance, facilitated cardholder training, and analyzed spending trends to increase card utilization and reduce fraud. William was also instrumental in GW’s implementation of the SAP Concur purchasing card audit tool.
